Default DMV won't let an AZ RC51 register in CA

A friend of mine scored an '06 RC51 from a guy in AZ. He spent Saturday running around for the DMV but they (the DMV) won't allow him to register the bike because it's not CA Emissions.

Does this sound right? Isn't there a form he can fill out for an exemption?

Can anyone in the know guide me towards some references for him. I'm at work right now and my "internet" time is very limited. I can't let my guys see me on the internet when I tell them to stay off it.

I'll check back here on and off.

Pretty sure to register an out of state bike it has to have at least 8000 miles or something like that.

Won't let him? All he should have to do is pay his fees, pay sales tax (yup, Cali wants their money too) then have a vin inspection done. It'll be expensive...they try to discourage buying new vehicles out of state for some reason.

Looks like it's 7,500 miles.

I said screw it and I'm all over the internet now.

Thanks for any and all advice. This guy has been dieing for a RC51 for a month and now he can't ride it.

Anyone else find a little irony in this situation? Why won't they just let you bring a 49 state vehicle in? Too much emissions! But wait until after 7,500 miles (why 7,500? or any miles at all?) and you can register it, if you pay. I guess they donate the extra fees to a clean the planet fund or something.

I believe the auto dealers here in California made a huge stink about people buying cars & motorcycles out of state where they didn't have to pay taxes & then would bring them here, so they were able to get that 7500 mile rule put into place to discourage people from going out of state.

I have a friend that was moving to Indiana. Bought a house there, moved his family there, bought a new Tundra there...then got a divorce just before he moved there! He is still fighting with the DMV...they want over $3k to register the truck here since he was never a resident of Indiana.

He can try to register there and they may possibly "overlook" this detail
